I was thinking the same thing.
But I do applaud them in discounting many other items for the military. Most box stores won't do that.

But what if you have served but aren't active duty and you aren't retired? Does that mean you don't count?

Nope, I was only a military contractor for 20 years but I have plenty of friends who have served but did not retire out of the military, including my father.
Instead how about allowing any whom have served and not received a dishonorable discharge?

That's what I am thinking. I hope it was just an oversight in the printing of the flyer. I think they meant active duty and those that no longer, not necessarily retired.

Ive always seen it written that way
I would bet that the average person equates Veteran with retired .mil when they are not mutually inclusive
