MADISON, Wis. - Madison police say officers have "received information from reliable sources that threats to shoot and kill officers have been made," after a charging decision has been announced regarding Officer Matt Kenny's fatal shooting of Tony Robinson. In an email sent to all Madison alders and forwarded to News 3, Madison police Capt. Kristen Roman wrote, "We have received information from reliable sources that threats to shoot and kill officers have been made. One such threat involves purported statements from gang members/associates that they intend to "riot” immediately following the DA announcement and that threats to "attack” and to "kill the first cop” seen have also been levied." The email also describes how Madison police plan to define protesting that will lead to arrest. Roman writes officers will arrest those who "actively or passively resist" police attempts to escort them away from an area in question. |

The video makes it apparent to me that Officer Kenny was being grabbed or grappled as he opened fire. You can see him losing his balance to his front while trying to move backwards in the pause between the string of shots. You also don't see Robinson's feet out the door until the last round goes off, making it apparent he was still standing throughout the strings of shots.
