It does have a pistol grip, but if you add a fin and build it featureless, it would then be legal. However, is it legal to obtain? It comes from the manufacturer with the take down pins installed, if that matters.

Legal, yes. It's not capable of meeting the definition of a "semi-automatic" OR "centerfire" firearm, both of which are required to be an AW. But it might be difficult finding an FFL that will do it.
