Head shape is a factor as well, but I also fall right on the cusp of M/L (now L) and L/XL (now XL) in Ops-Core sizes.
I also wear a 7 1/4 or 7 5/8 hat, and a size L Crye Airframe. I wear an M ACH, but wish I had a bigger size, but usually wear other helmets now anyways, so don't worry much about it.
Ultimately, I found that while I could wear an M/L Ops-Core, I was pretty much at the extreme end of the adjustment range, and I had nowhere to go besides just fitting.
Depending on hair length, whether you might want to try to wear something underneath in cold weather, comms headsets, etc., I found that L/XL was a much better size for me, as the helmet can be tightened down to fit me, no problems, plus, I can adjust it out if needed.
Given that I wear a S/M in just about everything else (body armor, uniforms and clothing, etc.) it's a little absurd with a big 'ol dome, but as usual, my recommendation is, if you're on the edge, go bigger.
