Hey let's do a buy with a criminal on the street, what could go wrong.
Batf managed to shoot up a grocery store parking lot upstate once when what they thought was a buy turned out to be a robbery, I think one officer was killed |

Wrong place at the wrong time, shit happens. Illegal activity and stings/busts can't always happen in the middle of no where, they tend to happen in public. That said, realistic training under stress and requiring much higher marksmanship from officers should be required from nearly all P.D. I was always taught if you don't hit what you shoot at, you mid as well not be shooting, so you better plucking aim! As a police officer I HIGHLY doubt there would be many times you could ever mount any sort of argument for "suppressive fire". Esp. in a highly populated area.
