What a bitch. Document everything. Get video of back yard, front yard, and statements from other (presumably not crazy) neighbors that the dogs aren't a nuisance. Find out who is the bitch and she for harassment.

1.  You don't know it's the old lady.  You suspect but don't know.  
2.  As Bama said, find out the noise/pet ordinances that are applicable.
3.  I don't see a physical threat.  All I see is a threat to report to the police or human [sic] society or deal with him legaly [sic again].  

Still, cameras are a good idea.  I wonder what the cops will do when they repeatedly have a noise complaint but, when they arrive, there's no objectionable noise.  Who is in trouble, the dog owner or the complainant?

I can't help but think that there's a little more noise coming out of his dogs and house than you've been told by him. You know him better than I do, but people don't generally write notes like that if everything's quiet and peaceful. That said, it was a pretty threatening note, and there's no call for that sort of bitchiness.

I think I would blow it up to billboard size and mount it on a sign in my front yard.  Then I'd go about creating a feral cat haven in the neighborhood. I'd also start planting a very pernicious strain of bamboo in random places next to sidewalks. I'd also paint my house purple.


Then I'd wake up from the dream and send my dogs out to get their bark removed.

i have dealt with the nightmare old neighbor lady.  without going into a bunch of stories, i'll contextualize it this way--i would get phone messages demanding that i turn down my stereo...during times when i was out of town.  last straw came when she called the police on me for being too loud.  when the officer told her that he couldn't hear any activity from my apartment, she told him that the real reason she called was that i had not offered to help her take her trash to the dumpster.  and this is a woman for whom i had gone out of my way to be helpful when she moved in.



long story short, document incidents and otherwise ignore her.  get officer names, so that if she does make a call and you get a responder at the door, you can say "i've dealt with officer so-and-so on this."  odds are, the police already know about this woman, so you (or your BIL rather) want to come across as the good guy who wants to get along with an unreasonable neighbor.  




i would also make an informal stop by the PD to mention that i had received a "threatening letter" from a neighbor, along the lines of "is this something i need to worry about?"




basically, don't feed the troll, and do not allow her to affect your life.  deal directly and courteously with the police, in such a way that you're a person to them rather than just a subject.

Nothing can make your life hell like the old lady busybody cunt that calls the cops every time you walk your dog or try to play your guitar. I had a situation that ended up blowing up big time because that bitch just couldn't mind her own business. He needs to stand his ground, record everything, and let that bitch know he won't be intimidated by a passive aggressive old lady bitch. Sounds like she is proud that she ran off previous neighbors. Sounds a lot like my situation at my old downtown condo. Glad I left it.

the combination of cursive and print along with the font style tells me you are dealing with someone that went to Catholic school and may have been beaten by the nuns (personal experience here). most likely still attends Catholic Church. I would be careful that they don't poison their dogs,  (personal experience here) and cameras are a must have.

I'd correct all her spelling mistakes, and stick it back on her door with a note telling her to MYOB.

Then I'd start messing with her like a 12 year old. Fork her yard (as in, hundreds of plastic forks stuck in her front yard, nothing sexual), flaming bags of dog shit on the porch, have all my relatives bring their kids over to play in the yard as loudly as possible at about 4 o'clock in the afternoon while she's trying to watch Golden Girls. Soap her cars windows, and maybe get a sling shot and some fire crackers.
