Spetznaz, mainly because they have conscript troops, and a lack of funding to train. They have some great ones, but since the poll was generic in nature, I'll pick the unit that uses conscripts as shock troopers.

You already have Mechanized Infantry units, both heavy and medium. At the very least, a M2A3 can hold 7 tightly packed goons, whereas the M3 still only has room for 2 guys in seats in the back. |
