If you are talking about the modules you see soldiers carrying on their RAS systems,the  laser aiming devices I beleive those are not available to civilians.

You must mean the PAQ 4 its not availible to the civilian market nor any infrared laser device dont ask me why but the FDA regulates it

Why do they restrict sale? is it possible if you are close enough to an aircraft gunnery range you could pull a laser gided bomb off course if you were messing around with one as Im not sure if this device is used for that..then I can understand not being able to have one.I wouldnt want to drag one of those things off course by mistake

You can't throw off a laser guided bomb with one.  If that were true, every A-team and Ranger company in the Army would be dead from calling in CAS at night during a firefight and it finding their 12 or 125 PEQ-2's.  Cheap ones and also very powerful ones are not eyesafe, so Joe Schmo might blind the neighbors accidentally therefore they are not for sale to civilians.

I can't exactly remember what website I saw talking about this, but from what I have heard, The FDA does regulate it for use the Health care industry i.e. laser eye surgery.  Since the IR laser is unable to be seen by the naked eye, it can cause serious injuries to the eyes of the person being lit up.

Saw some on ebay, it uses Airsoft replica cases, they supposedly even made it into a real IR laser, they also make them in visible laser.
