PORTLAND, Ore. — Late last year, the Portland Police Bureau said it received an “unprecedented” number of officers leaving employment midcareer to take lower-paying jobs elsewhere. On Sunday the city’s main newspaper published an article offering a glimpse into the reasons why many decided to leave.

The Oregonian reported that a total of 115 officers have left the department since July 1, 2020, representing “one of the biggest waves of departures in recent memory.”

The paper said it reviewed 31 exit interview statements from these officers that showed a certain level of disillusion with the job. A retiring detective reportedly wrote in one that the community showed officers “zero support,” Fox reported.

“The city council are raging idiots, in addition to being stupid. Additionally, the mayor and council ignore actual facts on crime and policing in favor of radical leftist and anarchist fantasy. What’s worse is ppb command (lt. and above) is arrogantly incompetent and cowardly.”

“This is unprecedented,” Assistant Chief Michael Frome said in December, Law Officer reported. “We really have not seen this many people leaving at this stage in their career… They’re leaving because they just don’t enjoy working here anymore.”

Portland was the center of some of the country’s most destructive protests in 2020, which coincided with the city’s largest jump in homicides in 26 years, according to the paper.

Moreover, the homicide rate in the city continues to be high and detectives are having a challenging time keeping up with the workflow, KOIN reported.

The city experienced 55 killings in 2020 and the news organization pointed out that the victims ranged from eight months to 71 years old.

Ted Wheeler, the city’s mayor and therefore head of its police department, told the Oregonian in an email that the city has a “laser focus on building a better public safety system.”

“And, as we pursue change to meet Portlanders’ needs and expectations, we must focus on support and care for our employees.”

Last summer, a specialized police unit focused on curbing gun violence, which had long faced criticism for disproportionately targeting people of color, was disbanded. Wheeler announced the unit’s disbanding last June and reassigned its 34 officers to patrol. He described it as an opportunity to reimagine policing and redirected $7 million in police funds toward communities of color, according to Fox.

The push was led by Jo Ann Hardesty, the first black woman elected to the City Council. She cited a 2018 audit showing nearly 60% of people stopped by the gun violence team were black — though they make up less than 6% of the city’s population. However, what she failed to mention were the number of gun related crimes committed by blacks. The numbers across the country typically correlate, which bankrupts the assertion of systemic racism based upon police contacts.

Nearly half of the 55 total homicide victims in 2020 were people of color, many of them from Portland’s historically black neighborhoods, according to city statistics. And black murder victims are overwhelming killed by black suspects.

Wheeler announced earlier this month that he would seek $2 million in one-time funding for police, other agencies and outreach programs to try to stem rampant gun violence in the city.

The Associated Press said Wheeler’s move represented an “about-face.”

I think that is a complete failure to read the situation.  They aren't simply leaving because they "don't working here".  They don't enjoy working there because they fear that they will be sent to prison as a sacrifice for doing exactly the job they were hired and trained to do.

PORTLAND, OR– Last year, Law Enforcement Today reported that Portland police officers were “fleeing in unprecedented” numbers, as a direct result of the “defund the police” movement.

At the time, LET reported that numerous officers were said to be trying to make moves to leave the Portland Police Bureau, whether by transferring to other police departments, outright resigning mid-career, or cashing in on what retirement benefits are readily available.

Now, on Sunday, April 4th, the Oregonian, the city’s main newspaper, published an article offering an explanation as to why many officers have decided to leave.

Portland was one of the major cities in the country that saw some of the worst violence and destruction following the death of George Floyd. While more officers were needed to try to combat the violence plaguing the streets, Portland’s City Council voted to defund the police, and essentially tie their hands.

Law Enforcement Today reported that the Portland City Council’s folly has led to a 2000 percent increase in homicides.

This is hardly surprising, as cities across the country which implemented similar defunding measures or otherwise tied the hands of their police departments have experienced similar results. Crime is exploding everywhere.

Hardesty tried to paint officers as racist when she presented a 2018 audit that showed nearly 60% of the individuals stopped by the gun violence team were black. However, according to statistics, in 2020, a total of 55 homicides took place, and nearly half of them were black people who lived in Portland’s historically black neighborhoods, thus leading one to believe that the gun violence team was in fact stopping the criminals, not just the “black people”.

Portland sucks!! No agencies around here want anything to do with them. One of our guys is on a county SWAT team and had to go up there to help them when all of the George Floyd garbage started. That lasted for a few days and then the county said they were done.

Even more would have quit by now, except for some fuckfuck games played with PPB pensions. There's a segment that can't transfer the years they've got in to another agency until some arbitrary threshold of time.

Once they time out, they're all gonna leave.

Mayor De Blasio reverses ‘defunding’ NYPD as violent crime soars

NEW YORK — Mayor Bill de Blasio has made yet another about-face move and has broken yet another promise to the Black Lives Matter movement. Black Lives Matter demanded massive cuts to the New York Police Department (NYPD). However, Mayor de Blasio has approved spending $105 million dollars to build a new NYPD precinct in Southeast Queens. His decision on Tuesday reversed a decision last year to cut the project.


Under intense political pressure last June, de Blasio promised to cut one billion dollars from the NYPD operating budget, and another five hundred million dollars from the capital budget according to Politico.

Aside from all the politics and BLM grandstanding, it seems residents did not want NYPD to be defunded. Mayor de Blasio’s promise to de-fund NYPD, along with the elimination of the new precinct brought backlash from the black community—where local leaders had been pushing for the precinct to serve Rosedale, saying residents had to wait too long for police response.

Other elements of the NYPD budget cuts pledged by de Blasio and the City Council have also been reversed. The announcement  that school safety agents and crossing guards would be moved out of the schools remained in the budget.

A cap on police overtime was also touted as part of the “defunding” efforts but that has been missed by hundreds of millions of dollars.

Meanwhile, like many other major cities in America, New York City has seen shootings increase in 2021 by 50%—following a record increase in 2020.

Rather than defunding cops, de Blasio rolled out a plan on Tuesday that will deploy cops to 100 blocks around the five boroughs that have the highest rates of shootings.

Portland reinstates police gun violence team to ‘predict’ violence—not actually stop anyone

Politicians claim the violence is predictable and preventable—so why haven't they prevented it?


Portland, Ore. — Citing a supposed “disproportionate” stops of people of color, Portland’s Gun Violence Reduction Team was eliminated last year by Portland politicians as part of a $15 million dollar defunding effort. At the time, the head of the Portland Police Union, Daryl Turner, said he believed the disbanding of the unit was definitely “one of the biggest mistakes the police commissioner’s ever made… the safety of our community is in jeopardy when we do something like this.”

Now however, it seems police union president Turner should consider a career as a clairvoyant because as he predicted, 2021 has already become a nightmare for the residents of Portland—and a Disneyland for criminals. So far, homicides in the city have increased 800% in the first four months of the year. And beyond the stats, police have responded to 348 shootings.

But not to worry. As a follow up to the “re-imagining” of police by Portland’s City Council, a new uniformed team to proactively address gun violence has now been approved.

And of course, every new “re-imagined” bit of political nonsense needs an equally idiotic acronym, which probably explains why politicians have named the team the Focused Intervention Team, or FIT.

The politicians not only managed to insult fitness-guru Richard Simmons, but in offending all sense of reason, they have installed a new Community Oversight Group (COG) that will analyze and manage the team—under the guidance of an ex-gang member.

But even more idiotic, while it’s aim is to reduce violent crime, the Focused Intervention Team won’t be able to stop anyone.

Yet somehow, according to a department memo, the team will be responsible for interrupting “the cycle of violence.”

While stop-and-frisks and proactive police work won’t be allowed, the team will work with outreach workers who will identify people who are at the highest risk of becoming shooters—and amazingly—identifying people who are somehow likely to be victims of shootings.

The outreach workers will then provide “intensive engagement” which in this happy-go-lucky little bubble of nonsense is supposed to stop actual violence.

According to Oregon Live, the outreach and engagement involves talking to suspected shooters and victims about their risk and how support services can help them. Nothing like turning the world of presumed innocence upside down…

Of course cops and police leaders like Daryl Turner would love to work with outreach workers who are mystically able to make such predictions. Instead, quite the opposite is true.

It seems Portland police officers want nothing to do with the FIT.

The team is supposed to have 12 officers and two sergeants. But according to officials, only a few officers have shown interest—and the deadline has already passed to fill the positions.

Assistant Chief Jami Resch is trying to recruit officers via email and individual appeals, which is probably like snowmen to live in the desert.
 

Sergeant Ken Duilio, who ran the previous Gun Violence Reduction Team, said that officers are hesitant because of the “perceived lack of support from City Council.”

Duilio explained, “There’s so much uncertainty and doubt… officers are cautious to go to a unit like that and inherit this extra risk personally and professionally, especially when a lot of things haven’t been worked out yet. Everyone recognizes the gun violence is in a crisis stage, and that it’s important, meaningful work but there’s so many questions about what the expectations are going to be and what its parameters are.”

While Portland’s “re-imaging” isn’t going smoothly, it’s safe to say that with a team assigned to stopping violence—but not able to actually stop anyone—those pesky “disproportionate” stops will magically no longer exist.

But as it often happens in imagining and make-believe, a far much different and violent reality has emerged.

With 6% of Portland’s population African American, well over half of the homicide victims and suspects have unfortunately been black.
And with all the demands for accountability, with an 800% increase in murders, Portland politicians should strive to be über-woke and hold themselves accountable for allowing blacks and others to be victims of senseless—and obviously preventable—violence according to them.

Portland police will no longer stop cars for minor violations, citing ‘equity’

PORTLAND, Oregon — In an effort to reduce “disproportionate” stops of people of color, the Portland Police Department will no longer be directed to stop motorists for low-level infractions, such as equipment failures or expired plates. Oregon Live reports that the changes are aimed at curtailing the potential for deadly encounters between police and people of color. Officials did not discuss how many “people of color” had a deadly encounter with law enforcement from a traffic stop for low-level infractions.

The idea comes from failed House Bill 2002, which would have called for similar changes to police traffic enforcement statewide. The Black Indigenous and People of Color Caucus said they were disappointed that it failed to gain legislative support, calling it a “a profoundly disappointing setback for Oregonians who value and have called for racial justice and changes in our approach to community safety.”

Portland Police Chief Chuck Lovell said while officers are being directed to stop enforcing low-level traffic violations, they will still use their judgement if the violation is an immediate threat.
Police are also required to tell motorists of their right to deny a search of their car.
Portland Mayor Ted Wheeler said that the change is in response to data showing a disproportionate impact on Black drivers for traffic stops and vehicle searches. While 6% of Portlanders are black, he said they account for 18% of traffic stops in the city.

“The goal of these two changes is to make our safety safer and more equitable,” Wheeler said.

In consent to search requests during those traffic stops, white drivers were more likely to refuse the reach than blacks. According to the departments report, this disparity reflects “an equity imbalance that can be traced back to systemic issues of race and power in the criminal justice system and law enforcement.”

Police Union President Daryl Turner spoke to Fox News on Sunday. “We’re dealing with rioting at a level, and a sustained violence, that we’ve never seen before. We’re looking at violence in our city, gun violence in our city like we’ve never seen before. We’re looking at the most catastrophic staffing levels we’ve ever seen before. We’re looking at budget cuts to defund us like we’ve never seen before,” Turner said.

The vast majority of traffic stops were made by the Portland Traffic Bureau and Blacks made up 11% of those stops, according to data released from the agency.

Why?

Ultimately the politicians don't want the cops to enforce any laws against minorities or commies and then they don't want anyone who is arrested to be prosecuted.

They could give the coppers a bigger budget than before the current wokeness/anarchy and it wouldn't effect crime without arrests and prosecution.

Mayor Ted Wheeler is consistently wrong when it comes to public safety


PORTLAND, Ore. — Portland Mayor Ted Wheeler is a laughingstock in police circles due to his approach to public safety, which is anything but safe. With the violence that has been tolerated in the city since George Floyd protests and riots sprang up in 2020, Portland has been a constant picture of mayhem.

Wheeler’s approach was further mocked when he ordered a hands-off approach to violence during a brawl that occurred on August 22 between members of the Proud Boys and Antifa. The confrontation included a man being held down and beaten, explosives set off near businesses and at least two people shooting into the street in downtown Portland.

One person, Dennis Anderson, was arrested after the Portland Police Bureau said he was caught on video shooting into the street at Southwest 2nd and Yamhill, KGW reported.

It was only when the shooting began that police became involved in the melee. For hours prior to the gunfire, people were left to fight, destroying property and set off explosives around the city without a peep from police, due to the mayor’s orders.

Two days beforehand, the mayor’s office held a press conference urging people to “Choose Love.” However, he declined to say when or if police would get involved when unlovable mayhem took over.

Wheeler admitted the hands-off approach was a mistake during the City Council’s Wednesday morning session.

“It is clear based on the public outcry, on the media outcry on the national front, that that strategy was not the right strategy,” Wheeler said. “I take full responsibility for it. I think we all acknowledge we want to do better.”

It seems to be inconceivable how Wheeler can be consistently wrong when it comes to public safety. He says he “wants to do better.” Perhaps he should start listening to law enforcement professionals.
