The rounds need no tax stamp, the rifle does though.

The rounds are not destructive devices unless they contain more than 1/4 ounce of explosive.

Paint rounds for 40mm aren't DD's.  A 40mm launcher itself is a DD, however.  So in this case, the ammo is not DD, but the rifle is.

I heard you can get one of those lee Load-all kits for it so you can reload it in your garage with a snowshovel for powder and a hammer for the dies.

practice rounds would not be he tips, they could be made of solid copper, or whatever and be left out of the dd category?

No tax stamp if the round contains less than .25 ounces (= 109.37500 grains) of explosives.

There is still a stamp on the rifle.
