Frank Sinatra   He turned the role down because he had just broken his wrist and couldn't hold the pistol.
John Wayne     Turned it down because he didn't want Sinatra's sloppy seconds. Later said it was the biggest mistake of his career.
Robert Mitchum  Thought the script was "junk."
Burt Lancaster  Thought the script was too violent.

The role is very subtle. Despite what Callahan does, he remains a fairly quiet person. The only scene with Harry Callahan voicing anger is when the retired judge tells him that all the evidence will be excluded. Eastwood hardly even raised his voice for it.

I doubt it could be done today. Someone would have to start shouting and exploding things. Willem Dafoe has done similar roles, but the special effects crew always wins.

Personally I think a Sinatra version would have been interesting, if Sinatra had cooperated. Sinatra was known to be extremely difficult to work with on film. He would refuse to show up on time or up and leave for a few days during a shoot.That is why the original Ocean's Eleven is such a cut up raggedy film. The producer gave up and worked with whatever he managed to get on film.

Anyone who's seen Dredd cannot help but visualize Karl Urban as a modern successor to Eastwood.  Some of Dredd's lines sound so perfectly gravelly that you really could believe it had actually been overdubbed by Inspector Callahan himself.  The look, the slow movements, the soft threats...he can absolutely nail that role in a heartbeat.
