That doesn't mean what you think it means.
Try this thought experiment:
Take apart a G17 mag. Strip it to the body only. Discard or render useless all other parts. Attempt to load the mag body. All rounds fall out. Attempt to insert the mag into a weapon. No rounds will feed. Try to convince a judge in NJ that a G17 mag body is not actually a mag because it doesn't meet the criteria above. Land yourself in jail. Even if you win it will cost more $$$$$$$ than a damn preban.
A magazine body that has no spring or floor plate is not capable of holding more than 15 rounds, nor is it capable of feeding. But it is still a mag.
A FTF of the 16th round doesn't turn the "high cap" mag into a low cap mag if it does not feed continuously.
A mag with 30 rounds cemented into it is still a mag with 30 rounds in it. Even if none of the rounds feed into a weapon.
The reason mag couplers = G2G and two mag bodies bonded as one do not is because mag bodies that can be uncoupled mechanically (without cutting) are not one mag.
The reason neutered "high cap" mags are legal is because they cannot hold more than maximum number of rounds allowed by law inside the body of the mag for which they were designed.
And regardless of what your laws say in NJ, you are advising other members in other jurisdictions to potentially commit a felony.
This is all some murky legal territory. And my advice is to steer clear of trying to advertise or sell this work on this forum.
