admittedly a crazy question - but here's why ...

I bought uppers from Brownells and lowers from DOA and both happened to ship a way which includes USPS ... oddly, the uppers were returned due to an 'undeliverable address' and the lowers should have been delivered to ffl but usps tracking website states 'shipment is delayed due to unknown issues' or some nonsense.

the address is my business which I've used successfully for ~5yrs.

ups and fedex have no problems.

anyone else in IL have issues like this?

Nope. My last 3 uppers and lowers came USPS no problem.
Sounds like just an address problem or someone had to sign at FFL but wasn't there?
Unless your address is Chicago proper then all bets are off.

USPS policy is no firearms generally, which likely includes serialized lowers, but all other parts should ship fine.

I have no problems getting parts via USPS, UPS, or FedEX.

Long guns can be mailed by individuals USPS.

12.2 Rifles and Shotguns
Except under 12.1.1d and 12.1.2, unloaded rifles and shotguns are mailable. Mailers must comply with the rules and regulations under 27 CFR, Part 478, as well as state and local laws. The mailer may be required by the USPS to establish, by opening the parcel or by written certification, that the rifle or shotgun is unloaded and not ineligible for mailing under 12.1.1d. The following conditions also apply:

Hand guns can be mailed USPS from MFG to FFL and between FFL's.

USPS 432.23 Manufacturers, Dealers, and Importers:
Handguns may also be mailed between licensed manufacturers of firearms, licensed dealers of firearms, and licensed importers of firearms in customary trade shipments, or for repairing or replacing parts.

I have a couple of packages from different vendors, all "Delayed" for a couple of weeks now in the the same spot...

Go figure.

This is due to some crazy shipping plans that UPS and the USPS team up together to get the package to you.

Works like this UPS picks up and ships to the local US Postal hub. Then it goes USPS from the local postal hub to your house.

The same thing happens with the wife Amazon orders

Actually that is not their policy.  There policy states "Only licensed manufacturers and dealers may mail or receive handguns. Even though unloaded rifles and shotguns are mailable, mailers must comply with applicable regulations."  I have sent and received many parts (including lowers) via USPS.  I have also successfully had handguns shipped to my FFL via USPS.  The only firearm related part that I know of that they will not ship is ammunition.

Thanks to all who responded.

The lowers were delivered to ffl and now the usps tracking webpage lists 'delivered' and there is no record of the 'we know nutin' entry ... hmmmmm ...

I called Brownells who agreed to send new parts promptly via only UPS. They told me the same thing about the crazy process (multiple carriers for delivery) - the benefit of this one to any party completely eludes me.

sidebar: now that I have the parts, I will start the inevitable questions about the build - thx in advance to those who continue to help

Did you contact USPS Customer Service when you first learned of the issue with delivery? I've realized if the tracking information shows something out of the ordinary, to call USPS Customer Service about it.

My experiences with the USPS (Which are the only 2 out of the numerous packages I've sent and received through the USPS);

(I had a barrel shipped from the NYC area. The barrel shipped in a cardboard tube Priority Mail (wasn't the problem). It is dropped off at his post office, where it sits for 8-9 days (start of the problem). I'm thinking maybe it was lost; and the package maybe wasn't scanned when it left there. I did get the barrel eventually. Only thing I can think of is someone fubar'd at his post office and the package sat unnoticed. It shipped priority, but nothing stood out on the package showing it was priority. The only indication was the small sticker showing the cost of shipping with priority mail listed on it.)

(The second incident, I ordered reloading supplies from the Minneapolis, MN area. The package makes it to its origin sorting facilty, and the same as the barrel; the tracking never updates. Five days past, and this time I call the USPS Customer Service, and they start a search to try to find it. Two days later the tracking updates when it makes it to my local post office.)

Especially when your charged more than the USPS Priority rate which is 3 days max, and it takes a week instead. Nothing like costing more and taking longer.

I guess nobody knew that there was a USPS semi truck rollover in Plainfield, IL. It was a few days ago. That was the reason for your issues.

It's often cheaper for the shipper too; if they already have ups picking up on a daily basis, the USPS uses taxpayer money to contract pickups and drop off at postal hub. Not charging shipper directly to pick up means lower actual cost to them. Whether that becomes profit or customer savings remains to be seen.

I called the number and entered my tracking number - no prompt allowed me to speak with a human. I hung up, called back and tried the 'I don't have my tracking number option' ... after a brief wait the automated system stated "... we found tracking number xyz (from previous call), here is information about it ..." and again could not select a prompt to speak with a human.
