Hello,

I am looking at purchasing both the complete lower and upper receivers.

Upper- http://palmettostatearmory.com/index.php/psa-16-hammer-forged-madness-m4a1-stripped-upper-without-bcg-or-charging-handle.html

I have a few questions that the Retailer has not responded to yet. With both these being complete would I need to purchase anything else aside from the BCG and Charging handle, rear sight and a magazine?

Bolt group, charging handle, rear sight, sling, minimum of 10 magazines, a couple of cases of ammo.

So once it arrives it will be good to go for the range aside from inspecting/a light cleaning and maybe re lubing? I only ask b/c it seems like it shouldnt be that easy.

Yes, you are correct " would I need to purchase anything else aside from the BCG and Charging handle, rear sight and a magazine?" Answer= no, assuming you have ammo.

Plus magazines and a scope and ammo.
Their shipping is slow, around 2 weeks on the lower to my FFL, and 3 weeks on the upper and BCG. You will need to clean this BCG and relube. Plus I cleaned and lubed my upper and lower. Good Luck with your new firearm.

Make sure to place two separate orders or they will have to charge you excise tax.

Just make sure you do a function check before taking it to the range, as you're not buying a complete gun that has been test fired before. My lower had an AR-10 bolt catch on it by accident, which prevented it from cycling (an easy $10 fix though).

It really is...insert the charging handle and the bolt, drop the upper onto the lower and snap them together, install a rear sight, give it a quick clean & lube, function test, and head to the range with some mags and ammo.

Made 2 seperate orders had to sweet talk an FFLfor the lower, he was so intense that i buy his 250 dollar lower over ordering this PSA it was very irritating. I was just like dude. Accept the ffl and make like 15 dollars just for some paper work u neef to make me fill out. Anyone else experience this from buying lowers?

You'll need to shop around for a willing FFL. There's a guy near me who does them for $15, but when I lived in another (commie) state, they all charged between $50 and $100. Shop around.

If you're a little lucky, you might find a guy who's inexpensive AND is easy to get along with.

I do all of my transfer through a pretty cool FFL. I've done probably 15 transfers with them, including maybe 5 lowers. They are completely cool with it, they make $20 for just a few minutes of work. I have also purchased 5 or 6 guns directly from them.

He wanted to make more money off of you. If he gives you to hard a time for doing low priced transfers tell him to get lost and put your money with another FFL. He doesn't want to be competitive with the rest of the market.

Yes, This is common if the FFL is also a "shop". They want to maximize profits, so they hit you with FFL transfer AND product overprice. I tired of their attitude as well, so have switched to using "home FFL's" who are more than happy to do the transfer (since they don't operate a "shop" they have little overhead and usually do this as a side job). Ask around your area for home FFL's. Shops are trying to move product, a home FFL is not.
Here in Philly, most shops want $75 for transfer and refuse to send in their info, saying the vendor has to contact THEM (that won't happen) if you can even get them to agree to do it. Home FFL's here usually ask around $25 (which is what I use now).
I'm all about supporting the brick and mortar stores, but not when have that attitude.
