but unless the hole is drilled deep enough plus extra you will need a bottoming tap it seems it would be easier to get/make the bolt shorter

Correct fastener is 1/4-28x1, with lock washer, whether it be fillister head screw or shcs. I get the shcs at Sears hardware, .25 each. I'm not paying 1.95 + shipping from any online suppliers.

if you run a tap in the hole be sure to use lube on the tap or it may gall up and ruin the threads.
