I feel bad for him, but he did let it get out, not being an outside-smart pet. I don't think the lady should lose an arm over it, but if the guy didn't do something, the dog would have been strangled in front of him. This would be the equivalent of me walking my dog beside a busy highway and trusting him to be smart enough not to step in front of a car. I've never given him the opportunity to see if he would or not. I keep his leash short and off the shoulder when there's traffic coming. |
