Why are identical amendments allowed View Quote I'll refer you back to my previous post; This works in Austin or Washington; any time a bill is passed, the language must be identical in both chambers. If they are not and it cannot be reconciled on the floor then a Conference Committee is formed. Those guys work out the differences,and it goes back to both Houses for a vote. Any amendment that isn't identical to the other house is fair game for striking. If identical language is in both individual bills then it stays and cannot be struck. Neither side can add anything that wasn't voted in their version. So if HB910 is identical in every way to what the House passed and the Senate passes it ,it goes straight to the Governor. No reason for a Conference Committee since the Senate has effectively adopted the House bill,in this case, the governor signs it and it is assigned a Public Law number. View Quote |
