Is it legal with no lower? The person that won my GB auction for a complete 16" AR15 upper with threaded flash hider (unpinned), lives in MA. Any advice from MA would be appreciated.

How is it legal, I'm curious. It technically has two parts that would consider it banned. Or is it up to the buyer to deal with that

No, but it does have a threaded (unpinned flash hider).  My understanding is that the onus to know the laws is on the buyer, not the seller in this type of situation.  Is that a correct assumption?  I have also asked the buyer for clarity, but have not yet received a response.

Someone else had the exact same question in the legal forum and on NES.

Anyone in MA can possess an upper and they don't need any license unless they also possess a lower. They can also modify said upper to be MA-compliant, or mount it on a pre-ban lower. All legal.

If you have a pre ban lower and a post ban lower in the same house and your pre ban lower has a pre ban upper on it are you legal to have the extra upper laying around with the FH and bayonet lug as long as it is not pinned to a lower?

My educated guess is yes, as you can always swap uppers (on the pre-ban lower) and still be legal.
