Probably not a big surprise given the committee makeup, but it passed to the House floor on a 7-6 vote. Please respectfully let your Representative know of your opposition to this bill. Provides that a dealership agent other than a dealer licensee-in-charge may act on behalf of the licensed dealership without being licensed as a dealer under the Act. Creates the Gun Dealer Licensing Board consisting of 5 members appointed by the Secretary of Financial and Professional Regulation to recommend policies, procedures, and rules relevant to the administration and enforcement of the Act. Provides that the holder of a dealership license issued under the Act may employ in the conduct of his or her business dealership agents. Establishes qualifications for obtaining dealership licenses and for being employed as a dealership agent. Establishes penalties for violations of the Act. Provides for rulemaking, including emergency rulemaking. Amends the Regulatory Sunset Act. Provides that the Act is repealed on January 1, 2028. Amends the Illinois Administrative Procedure Act. Makes conforming changes. Senate Floor Amendment No. 1 Replaces everything after the enacting clause. Reinserts the provisions of the bill except: (1) provides that "dealer" includes the following Federal Firearms Licenses: Type 01-dealer in firearms other than destructive devices; Type 02-pawnbroker in firearms other than destructive devices; Type 09-dealer of destructive devices; (2) defines "collector" and "licensed collector"; (3) defines "importer"; (4) provides that "manufacturer" includes the following types of Federal Firearms Licenses: Type 06-manufacturer of ammunition for firearms other than ammunition for destructive devices or armor piercing ammunition; Type 07-manufacturer of firearms other than destructive devices; Type 10-manufacturer of destructive devices, ammunition for destructive devices, or armor piercing ammunition; (5) provides that the exemption from licensing under the Gun Dealer Licensing Act for transfers of pieces or parts of a firearm that do not themselves qualify as firearms under the federal Gun Control Act of 1968 by a person who is actually engaged in manufacturing and selling those pieces or parts but only on the activities which are within the lawful scope of that business applies only to the manufacture of which do not require the manufacturer to hold a Federal Firearms License; (6) provides that a person licensed as an auctioneer under the Auction License Act may facilitate a transfer permitted under the Gun Dealer Licensing Act without being registered as a dealer under the Act; (7) provides that a dealer holding a Federal Firearms License Type 01-dealer in firearms other than destructive devices; Type 02-pawnbroker in firearms other than destructive devices; or Type 09-dealer of destructive devices on April 1, 2017, is not exempt from the Gun Dealer Licensing Act by obtaining a Manufacturer Federal Firearms License or Importer Federal Firearms License; and (8) exempts from the requirements of licensure under the Gun Dealer Licensing Act, transfers of firearms by a dealer in which 20% or less of the dealer's annual sales are from the sale of firearms. |

After yesterdays announcement, we had been constantly running ahead by about 100. Not sure where the info went, but we have been kicking it (1100+ now) the last 3 hours! Keep it up. I cant imagine what the numbers are going to look like after another 6 days.

I am so pissed at SA and RRA. Wish there was something I could do to help but I'm in Michigan. Best I can do is let SA and RRA know that they suck and if they don't support gun owners and dealers in their own state I sure as hell won't have anything to do with them.

I'm surprised nobody from RRA or SA is in the group of 26. |

What concerns me is that we have 1.3 million FOID holders in Illinois and such a low comparative number of witness slips opposing SB1657.

Because I was bored, I ran the numbers and 18.39% of the proponent names are duplicates as of the time of this posting..
It's not entirely one sided though, as 10.3% of the opponent names are duplicates. ETA, nice, one of the duplicates that had four entries, lol: Name representing *redacted* a caring mom *redacted* democrat *redacted* a thinking human *redacted* democrat |

I see some out of state anti gun organizations supporting the bill plus a few planned parenthood folks, and it seems the most common proponent is something called INDIVISIBLE IL-18 who I haven't heard of before. Also, I am noting that there must be some other form or forms someone has set up that will help people fill these out from somewhere else with drop-downs because I see values like this "-- please make a selection --" which definitely are not coming from the Illinois gov website. |

Springfield Armory and Rock River were prepared to testify. So were Chuck's and Shrank's. We really appreicate them coming down and being ready to testify we had 3 panels lined up till they chaned the game on us. it was gona be the Manufactuerers, then 3 dealers, then my boss shannon, Ed Sullivan for ISRA and me as cleanup. Senate Bill 1657 was approved by the Illinois Senate on April 27 by a vote of 30-21. The bill is awaiting final consideration and a vote in the House of Representatives. I oppose further government infringement on the Second Amendment rights of law-abiding gun owners and sellers in the State of Illinois. SB 1657 goes far beyond federal law in its mandatory regulations and red tape imposed at the state level that it would almost surely force the closure of many firearm dealers.
