A remington 870 express with a 28 inch barrel,  it has a some dings in the stock and barrel.  For $100?

I would say yes as long as every thing else is great/very good shape.

Barrels and stocks are no big deal,a new stock would run you about $50 and a barrel about $75-100.

So you would have about $250 in gun that is $400 new last time I checked.
