Because 2 MOA accuracy is acceptable for a combat rifle.

And, not to mention, you can pop on/off regular handguards in a matter of second vs. the freefloated stuff.
I think the freefloating guards are mainly there for compition-type shooters. |

And don't forget the cost of floating every rifle in the U.S. arsenal might be quite staggering.
