I am building a short barrel 300 blk and want one that will run subs and supers with out having to change buffers both suppressed and not. Any suggestions on best barrel and gas block for hassle free reliability. Leaning toward Noveske. If you have a barrel that works well please let me know.

Check out Bravo Company's 300 Blackout barrels.

I use Bravo's gas block on my 9" 300 Blackout barrel.

I also have Noveske barrels.  They come with gas block.

Both manufacturers have quality barrels.

On my Noveske (8.3 inch) I run an H1 buffer I do shoot this suppressed and non.

This. Also do you have a budget? If not these are probably the two best options

Don't get me wrong, I like my BA barrel, it just doesn't cycle subs unsuppressed.

I'm going to suppress it, and feel the added back pressure will be plenty to cycle the subs.
In a way, it may be better that it doesn't cycle them unsuppressed as it may be less likely to need an adjustable gas block once I start suppressing. At least that's what I'm hoping.

whats the difference in barrels that makes one cycle both and one only cycle supers?

Typically it's the gas port size.

Barrel length, gas length, and dwell time can be a factor too.

But if the barrels are the same length, and both have the same gas system (usually pistol length in a 300) then the gas port size is the difference.

Gas system length is generally the key. Most carbine gas systems will not reliably shoot subs, unsuppressed.

Years ago, maybe.

You'd be hard pressed to find a short barreled 300bo in anything other than pistol length nowadays. Even a lot of the 16" ones I've seen are pistol length lately.

There are still quite a few carbine length gas barrels in .300 BO out there.
I wouldn't use one, but many people that shop from the bargain bins will find them there.

And, if you read the question I was replying to, my comment makes perfect sense.
