I found this on ebay.  I know, we hate ebay, but I was looking there just the same.

Anyway, it's a Walther P99 stripped frame.  The seller is in Germany.  He says he will ship to the U.S.  It can be built to be either a 9mm or .40 S&W.  I already have a P99 so I know this part has a S/N on it.  The gun has three serial numbers; the slide, the frame, & barrel.

Is it legal for me to purchase this and have it shipped to me?  I'm no FFL and it just seems a bit odd.
