I just went to my first highpower match and got talking to a couple guys, US army reserve shooters, there about the "assault" rifle ban.  They are saying that the a2 flashhider is really a muzzlebreak but was called a flash hider in the ban.

So is it a flashhider or a muzzle break?

It's a flashhider (primarily).  With the A2, the didn't cut out the bottom slots on the hider, so it wouldn't kick up dust for the shooter.  It has some compensation value (marginal), but the slots don't provide any muzzle brake, as they vent straight up and not rearward.

AR Birdcage is more of a combination Flash hider and Grenade launcher attachment than a Muzzle Brake.
