In general, once I had decided on the applications, I would select the best round to fulfill the requirements.  I would sight in, using the sights I was going to use, and using the round I had decided on.  IOW, sight in with what yer gonna use, at the range yer gonna use it at.  Military ball ammo was never designed to be match grade; by the time it's been surplussed and sold to the public, its accuracy is none too good compared to match stuff.  If you want good accuracy relatively cheap, handload.
