Fill it with ammo, when one box (or anything other than ammo) would suffice. 

The ammo needs to get wet to prove a box doesn't work?

That guy must be an idiot and that video and his "test" suck.

1.  Why weren't the seals inspected before the test?

If the seal has a seam, it is guaranteed to leak.  Why even wait a year, an hour would tell the tale.

2.  Why use good ammo when all that was need was a brick and some paper?

I used a .50cal can full of gravel as an anchor for my canoe. For the short periods of time it was submerged, no water got inside.

We've had members in Katrina and in NY/NJ when Irene hit showing images of his ammo cans. There's no need to prove anything when we have real situations to learn from.

That point is that the rubber seals failed during the test and rotted away. You can see evidence of erosion. Those gaps weren't there at the beginning.

Ammo can be submerged in water and still shoot. Maybe the can would delay ammo submersion enough for the ammo to not be compromised.

If he put a bead of silicone on the rim to seal it the man submerge it I bet it would have worked.

We used to fill a 50 cal can with bismuth shotshells and tie it to a decoy.
Harsens Island only allowed a 15 shell limit per man in the managed area, and that went quick while trying to hit teal.

Never had an issue, but it was only in usually for an hour or three.
One time we had to leave one in overnight, since the Jolly Green was snoop dogging us.
