A century ago, the US Army's Corps of Engineers built structures that still don't leak.
Jimmy Carter gave the canal to Panama back in the 1970s. And the games began!! Panama outsourced operations to Chinese companies. And now there's a consortium of companies involved in an expansion. In the video in the link, at the end, you can see dirt/sand/concrete washing out of the lock. It's not just "a crack".

I don't know... since its obvious they've no idea as to what they are doing maybe they can look at the other one(ya know that was built 100 years ago or so) just copy that. In any case, incorrect concrete consolidation will do that. ETA - Yes, sort of GUPC is a consortium made up of Sacyr Vallehermoso of Spain as its head, with Impregilo of Italy, Jan De Nul of Belgium and Constructura Urbana, SA (CUSA) of Panama. Was thinking of Jan De Nul who I think made the sliding gates. |
