AUSTIN (AP) – State lawmakers pushed closer to approving the licensed open carry of handguns, but only after a fierce Senate debate over restricting police powers to question people carrying guns if they are legal. The open carry bill was expected to easily pass the Republican-majority Senate but got tangled in a bipartisan move to add a ban on police from stopping someone solely because they are visibly carrying a handgun. Senate approval came less than a week after a biker shootout in Waco killed nine. The bill still needs a final House vote. Although I hate requiring a permit to CCW, at least if a state has real OC there is some method of carry for someone who can't get a permit, hasn't lived in the state long enough, or doesn't have time or money to get a permit. But it is a step. Maybe Texas improve further with time. |

Only if the language of the Huffines amendment is different than the Dutton amendment. The house will look at it, and if it is they will have a floor vote. I don't believe that Huffines changed the language. |
