No.

If I recall correctly this Texas bill would restrict it to permit or having a CCW to open carry.

So still behind a state that allows proper permitless carry. Many states do not require a permit for OC.

Hope either I remember wrong or Texas changing the wording.

Better than nothing and we're lucky to get this one passed.  I called my senator, representative and the Lt Governor more on this bill than I have ever done in the past.

Well there are 20 Republicans and 11 democrats in the Senate, and the vote was 20-11.

So.....

I'll give you two guesses.

Baby steps, this is a real win revel in it.

Would love this in Florida, the only way we can open carry is if we are going to, on or coming from a fishing, hunting or camping expedition.  So if I have a fishing pole in my hand I can open carry...

In 1991 when the Luby's massacre happened there was no way to carry legally in the State of Texas open or concealed.  Things are far better today.

Bill goes back to the house for a final vote before going to the governor.

AUSTIN (AP) – State lawmakers pushed closer to approving the licensed open carry of handguns, but only after a fierce Senate debate over restricting police powers to question people carrying guns if they are legal.
The open carry bill was expected to easily pass the Republican-majority Senate but got tangled in a bipartisan move to add a ban on police from stopping someone solely because they are visibly carrying a handgun.
Senate approval came less than a week after a biker shootout in Waco killed nine. The bill still needs a final House vote. That chamber has already passed a nearly identical version.

I agree it is a win.

I just have a huge problem with a state that allows no method of carry without a permission slip.

Although I hate requiring a permit to CCW, at least if a state has real OC there is some method of carry for someone who can't get a permit, hasn't lived in the state long enough, or doesn't have time or money to get a permit.

But it is a step. Maybe Texas improve further with time.
