And nor should he have. If he has the drop on the guy (the guy was already down and hit multiple times by that point) why the fuck would he give up his battlefield to change a mag?

He fumbled the mag change yes, but he maintained visual and didn't have to re-fight for ground he had already taken.

That all said, the officer needs more training in regards to responding to a threat.

Because his training is horrendous. As someone pointed out above, it's an incredibly small, and incredibly rich area of Houston, so the cops generally respond to 'black man seen in the area' calls as opposed to put value in tactical training.

Our small fire trucks are set like that. The same city shops installs the same gear in the police cars and they don't turn off. It's a choice that they made to have them stay on.
