Being super pedantic, this is not terrorism by definition. The asshole targeted a military instalation. Terrorism is basically counter-normative violence by non-state actors meant to cause fear for political reasons. The target has to be symbolic in nature, too. A direct assassination is political violence, but not terrorism.
