I get that Britannia is riding on the waves of the radio, but from from Angola?
Is that like a Nigerian scammer?

There's the old saying of Brittania Rules The Waves, and then there's Poland being typically stupid and pronouncing Anglo as Angola.
See the Polandball thread in GD.

Pretty much... what's their fleet down to now? A destroyer, a gimpy carrier, and a few garbage scows?

A few decent air defense destroyers, old frigates, a commercial grade flat top, a bunch of good subs, and a small amphib assault force and enough replenishment ships to handle 2-3 small operations over the world

It's the second verse from refrain of an 18th century patriotic song in Great Britain called Rule Britania!
It's something the Brits sang during the Revolutionary War with America. That show about the American spy ring that came out last season "Turn" has a pretty good scene where the Brits and loyalists are singing it. It's kind of a combo of manifest destiny and legitimate and deserved pride in the British Navy of the time.

A long time ago, in a galaxy far, far away . . . a Polandball cartoon was funny . . . it never happened again.
