Whats the minimum size steel targets would be appropriate for shooting a pistol at 50 feet over a pond? Novice shooters and would like to be able to be on target 2-3 out of 10 but larger enough a good shooter could hit 10 for 10?

Start off with a 12 x 20 IDPA silhouette,from Amazon or eBay, they usually have them for like $60-70 with fee shipping.
I got one from Tactical Scorpion Gear from Amazon, they are in NC
