Or you can send for a New Hampshire non resident, which is recognized by PA.

The lady at the desk opened up a 3 high horizontal cabinet that was all rejected permits due to various reasons. She stated NYS Sheriffs refused to assist in removing the permit holders even though they had legal issues. So they just stopped issue non resident permits. But on a good note for me when i move to pa they just issue me my new permit as pa resident just have to pass there pics again. Try Berks county (reading area) or Lackawanna County(Scranton area) both are supposedly still issue permits. |

Erie County is probably a bit of a hike for you, but when i went to go get mine it took me longer to find parking than it did for me to get my permit.
Call ahead because they only issue on a couple of days. |

Wayne County (Honesdale) will issue non resident permits if you have an unrestricted NY permit. It does require 2 trips for application and then to pick it up in person.

If you're near the I-81 corridor, Lackawanna County (Scranton) issues to non-residents and is supposed to be a ~20 minute process.
As a bonus, there's a Chick-Fil-A in Scranton. |

The kicker is that they use there own Nics system called pics. |

It sometimes took 2 weeks to get a coupon He recently abandoned the stall game and we are back to immediate issuance of coupons I doubt he found anyone with disqualifying convictions still in possession of a permit |

It would help to know what part of NY you are from.
Erie county PA did mine a couple weeks ago I arrived with the complete form filled out and copies of my permit military I'd and old expired pa permit from a different county. 10 minutes from start to finish and I left with the permit in hand! A friend went about a month prior and it was just as fast but for some reason they did not give him his right away but he did get it in the mail 5 days later. Sometime to know for sure they will Issue the permit with no hassles it is worth a few more hours on the road? |
