I have some questions about buying a complete lower and I'm looking for an FFL in the DFW area  (Plano/Allen/McKinney) and one in the Temple/Kileen area.

So my step-son is trying to buy a complete lower, but he is still 20.  He'll be 21 in March.  I know that he can buy a rifle and rifle ammo.  Is a complete lower with buttstock that is not engraved as a pistol lower considered a rifle?  He's having a hard time finding anyone that will sell to him.   He has no issue actually passing a NICS.  Good guy, good shooter, he just wants his own rifle vs. using mine or his grandfather's

Are there any issue if I or my wife (his mother) buy a complete lower and "gift" it to him?  I don't want to wade into straw purchase territory.  If this is a no-go without breaking/bending laws...then he can wait until March.  

He's in the Temple/Kileen area, I'm in DFW.   I'm looking for an FFL for my own transfers at this point.

I am in Dallas and have an FFL, but am near White Rock Lake. For Plano area FFL I'd recommend Tom at Hart Sports[he's also a member, DogTownTom].
