I just wanted an easy thread where we can track 2nd Amendment legislation, pro or against, 2015 Texas State bills.

Anti gun nuts will always be anti gun nuts. These aren't the folks we're fighting here.










We're fighting the generally pro gun owners who want to remain in the closet and not fight for the full rights the 2nd Amendment grants us.

I contacted Todd Hunter's office, and they are on board with OC laws being passed in Texas.



They did tell me that they may call me to get some ideas on what is good and/or not good in the law, but that they would also be working to get it out of committee, to a vote, and to the governor.




Same with Campus Carry.




Unless someone does something really stupid, we can make some major gains this session.

I've been trying to get everyone I know to call their Representatives.

I ask them to say something like this:

"I would like to leave a comment about some current legislation."
"I want you to support HB 195. I want you to sponsor the bill and get it passed with no amendments.
I also want you to do the same for HB 176.
If you will support my rights, I will be proud to support you when it comes time for reelection.
Thank you for listening."

When people say things like "I don't feel like it" I tell them "If you think Moms Demand Action isn't currently hiring people to make these calls, you are naive."

Am I correct in thinking that as the session gets underway, bills will be combined or withdrawn in lieu of another bill?

I cant remember how this situation is handled.

Senate will look at companion bills and the back and forward between House and Senate may bring changes to these Bills that barrow from other bills language.

 






Bills don't get withdrawn after filing. They do get ignored or stuck in committee though.  Check out my link for last year for an idea of how many bills get filed and how they end up.

Thank you for the clarification. Perhaps the volume of bills filed is an indicator of substantial positive opinion within the legislature. Hopefully the new GOV. & Lt. GOV. will push to actually get something out of committee and to a full vote.

421,422, 176 are the bills to review.  Only one HB 421 though names suppressors yet doesn't change the other part of TX law that makes them illegal.

 



None have wording about machine guns.




Rep. Matt Krause who submitted those is in his 2nd term.  Young guy with ambition yet these seem to be "I'm NRA friendly" bills not good legislation.

Today from KHOU:

AUSTIN, Texas (AP) - After pledging in his campaign to fight for open carry of handguns in Texas, Republican Lt. Gov. Dan Patrick now says it's not a priority and doesn't have the votes to pass.

The issue seemed to be gaining strong momentum for the 2015 session with support from Gov. Greg Abbott and top Republicans who swept into office in November.

But Patrick doused the hopes of gun rights advocates with his remarks Tuesday at a forum hosted by the Texas Tribune.

Patrick now says open carry "doesn't reach the level" of priority for the Republican-dominated Senate. Lawmakers have filed several bills on open carry, ranging from requiring a license to letting anyone carry a handgun in public.

Texas hasn't allowed open carry of handguns since immediately after the Civil War.

Texas hasn't allowed open carry of handguns since immediately after the Civil War.

In lieu of today's announcement by our new Lt. Gov. Dan Patrick, HJR 56 presents an interesting angle to essentially place this matter on a Nov. referendum for the citizens of Texas to cast their vote.

ETA:  Not that I expect it to come to fruition.  But given the opportunity, I think it would have a good measure for success if it did make it to a ballot.

I contacted the author about HJR 56 and encouraged him to put Strict Scrutiny in there.  He at least acted interested.

I spent yesterday afternoon on the phone with the LT Govs office, as well as the aides for Craig Estes and Phil King.  My two reps are on board with HB 195 and the companion SB 342.  Estes has also filed another bill and cosponsored one with Don Huffines.  The LT Govs office took my message but was noncommittal about bringing them to the floor for a vote. Watkins and crew may have done fatal damage to OC/CC with their antics.  There are reportedly 19 legislators who are opposed or sitting on the fence.

NP Jim.  If I had the time I'd head to Austin and start knocking on doors and making my voice heard...In a sane and appropriate fashion.  I tried to bring it up to OCTC that their approach was doing more damage than good, but they are too far gone for intelligent debate, IMO.

I'm thinking this reduces the chances of any pro-gun bills making it out of committee in the Senate, similar to the troubles that the open carry bill had in the house during the last session.

Well, that's somewhat of a relief.

I just noticed that the House committees have been announced. It looks like the Homeland Security and Public Safety Committee (which, IIRC, was the committee to which gun bills were referred to last session) is to be chaired by a Republican, Larry Phillips, out of Sherman.That is certainly better than Rep. Pickett (D) in the last session.

I just looked at HB 910, and it appears that Rep. Phillips, who chairs the above house committee, is also the original filer of the bill. I must say, things are looking good for public open carry this year, so long as no "Pro-OC" groups screw it up further.

Personally interested in legalization to legalize registered NFA items (versus present state as a "defense to prosecution").  Looks like HB 989 is the only NFA-related bill filed so far, but hasn't been assigned to a committee.
