It's already up but not finished. But it's not a mega-load block. Reserve Street/Hwy 93 is a state route and must comply with MDT regs.
In the Montana Transportation Commission report of Sept 24th, 2015 it states..."MDT staff has participated in project planning activities and has provided guidance during project development (including a requirement that the overhead structure be removable to allow for passage of oversize loads). Consequently, normal height loads will not be affected by the installation of the pedestrian overpass.
Further, MDT headquarters and Missoula District staff are reviewing design details to ensure compliance with MDT requirements (prior to advancing a permit for the project)".
The Missoula Redevelopment Agency stated they chose a design to accommodate over-sized loads with the center portion of the overpass structure gets unbolted and removed if an oversized load needs to go through (the Sept. 24th & Oct. 28th MTC reports).
Not all over-sized loads are those that were protested over. I've seen many large grain structures trucked over from Idaho that were going to the east side. This was brought up in the Oct. 28th, 2015 MTC report.
In that report the MCT Commissioners granted..." approval to the Missoula Redevelopment Agency to construct a pedestrian overpass across Reserve Street at Old Highway 93 to link the Missoula trail system to the U.S. 93 corridor trail system, but that the approval is subject to the following conditions. All Commissioners voted aye.
1. That the pedestrian structure be constructed in such a manner that will allow for the passage of oversize loads, including but not limited to over-high and over-wide loads;
2. That the Department of Transportation shall be responsible for determining when the structure must be opened to allow for the passage of oversize loads;
3. That the structure cannot be altered without the prior approval of the Department of Transportation and the Transportation Commission;
4. That the Missoula Redevelopment Agency and City of Missoula shall be responsible for any liability associated with the construction, operation and maintenance of the structure;
5. That the Missoula Redevelopment Agency and City of Missoula shall be responsible for all maintenance of the paths and structures placed in the Department of Transportation’s right of way and shall maintain sufficient bonding for that purpose as determined by the Department of Transportation;
6. That the Missoula Redevelopment Agency and City of Missoula shall be responsible for all costs of removing the structure at the end of its service life;
7. That the Missoula Redevelopment Agency and City of Missoula shall maintain sufficient insurance as determined by the Department of Transportation and shall name the State of Montana and Department of Transportation as additional insureds;
8. That the Missoula Redevelopment Agency and City of Missoula will enter into a formal agreement with the Department of Transportation prior to construction of the structure;
9. That the Missoula Redevelopment Agency and City of Missoula will obtain all necessary permits.
Note the bridge project manager stared that the Reserve Street bridge was to have a high point (center-line) of 17 ft.. Anything over that will require the work specified on Condition #1.
So the MCT commissioners did their job by holding Missoula's feet to the fire. I believe the final design was altered based on these conditions since it is quite high, and it has an arc.
