A friend of mine is looking to have a pair of handguns she inherited restored to at least firing condition.  One is an Astra-Built Ruby, and the other is an Astra model 200.  Taking a cursory glance there appears to be a lot of surface rust and gunk build up.  Neither of the actions appear to function either.  I was looking for a recommendation for a smith that can tell her how much it'll cost to get them in shooting condition (they have sentimental value)

If the parts are even available, they'd probably cost far in excess of their worth to fix them.
Astra parts aren't readily available like Colt or Smith parts.
Having said that, try Joe Hawk on rt37 or there's a guy in the Bayville area. TJ's or something like that IIRC. They may know someone.
