Is it legal to transport hollow point ammo thru NJ?  With Emperor andrew's ammo, internet ammo purchases are no more.   I have a friend in PA (no pun intended) that I can ship ammo to.   Is it legal for him to drive it thru NJ?
I read that it's legal to transport hollow points from home to range but is there an exemption for passing thru NJ?

No.  It is not legal for him to drive it through NJ to deliver it to you.  However, it is legal for you to go to his place in PA, purchase it, and then transport it back home, as provided for in 2C:39-3g(2)a:

Nothing in subsection f.(1) shall be construed to prevent a person from keeping such ammunition at his dwelling, premises or other land owned or possessed by him, or from carrying such ammunition from the place of purchase to said dwelling or land

Your place of purchase is in PA (write out a bill of sale from your friend to you, so you can prove purchase), and your dwelling is your home in NY.
