My town wants me to pay for a mental health check for every handgun permit I want to buy.  

Is this something new all over or just my stupid town?

I haven't bought a handgun permit in 7 years so I am not sure what's up.  Hell, I didn't know that you need a Firearms ID card just to look at a firearm at a gun store nowadays

Are you referring to the NJSP SP-66 form: http://www.njsp.org/info/pdf/firearms/sp-066.pdf

If so, then yes that is a normal part of the application for a handgun permit. The SBI fee is $18.

When did that start?

I've purchased 18 or 19 handgun permits and the only time I've done that mental health thing is when I originally got my FID card and first handgun permit.  I've never had to pay $18 to the state for handgun permits either, I believe it was always $2 or $4 to the town.

In the past some towns were only running the full SBI check on initial FPID/handgun permit applications and not current FPID holders applying for additional pistol permits. The NJSP issued a directive that this was not correct and full SBI checks must be run on all FPID and pistol permit applications.

Exactly.  The memo from the NJSP Super. went out to all Chiefs of Police about 3 years ago now.

And, by now, all township police departments are to be using the new electronic background check submission system - you don't fill out the 212A form and submit an $18 MO anymore - the request for background check, and payment, is done online, at the following website:
https://www.njportal.com/njsp/criminalrecords/

So, to be clear:  each request for handgun permits requires:
- STS-33 Application (http://www.njsp.org/info/pdf/firearms/sts-033.pdf)
- SP-66 Mental Health Waiver (http://www.njsp.org/info/pdf/firearms/sp-066.pdf)
- Electronic request for background check (https://www.njportal.com/njsp/criminalrecords/)

I did it 40+ years ago, just to see if you have involuntary inpatient treatment, it will get worse

Thanks guys, at least now it makes sense and I can't be mad at the local police department.


My old town was great back when I was buying lots of handguns.  The detective would try to get it signed and ready within a couple of days and he would allow us to pick it up during the day instead of waiting for the next night that they had assigned for firearm stuff.  Only once did it take longer than a week and he said it was because the chief was on vacation and not there to sign it.

Corzine started it in 2007 or so, they changed a lot of regulations, NJSP FIU started sending out compliance letters to municipalities who still werent doing the full background checks when Dave Schuleter retired I believe.
