Yes, it works.  It's a bit sad really. The technology was proven in a trial program in the Y-K Delta.   It was called "Capstone " .  The sad part is that after the trial ended not all the airlines maintained the equipment.  And as new aircraft were added to the fleets not all had it installed.

The Caravan in that accident might have had ADS-B in and out.  The super cub probably didn't.

The program was started after a couple nasty accidents in the delta.  And is designed to prevent exactly this kind of accident.
