Everyone knows that Grouse are commonly found along the side of the road or sometimes even on the road. When looking at the game regulation it talks about it being illegal to shoot on, from, or across the drivable surface of a constructed Road. My question is what is the definition of a constructed Road? Is it just a paved Road or any kind of dirt, gravel, or Logging Road as well? I figure that a two-track or four wheeler trail does not count. Can anybody help clarify this for me?

My understanding of it is any road that is maintained by the gov. Weather muni, borough, state or Feds that is designed for every day street vehicles...

My take is any road that heavy equipment was use to build.  The Denali highway, gravel and all is a constructed road.  Most trails are not, even the ones that are built and maintained. One also need to be careful as 'decoy' birds have been set up in places to catch people shooting from/along the road.  To be safe, I always walk off the road and get into the brush on the side.
