I PERSONALLY THINK THIS A BAD BILL. Yesterday the house passed
HB 1190 HB1190 by a 67-1 vote, The smoke screen is a change that would allow you to bypass the background check when buying a gun, sounds good BUT ATF would still have to approve it (and they wont) AND
It allows law enforcement to keep a central registry of permit holders (read gun owners and buyers)
The argus leader and Rapid City journal have promised for years that if there was ever a registry they would get it through the freedom of information act and PUBLISH it.
If that happened your name and address would show up in the newspaper as a gun owner and a concealed carry holder. Every criminal would know where you live
It also gives law enforcement permission to run random background checks on you anytime they want for 5 years at a time.
Call or email your state Senator and ask them to remove the registry by amending it in committee or kill the bill .
The sponsors of this bill are NOT gun friendly representatives.
I have caught the NRA asleep at the wheel before and they are WRONG on this bill. The provision they wanted could have been easily accomplish other ways.

I apologize if you received numerous emails from me yesterday - my server was doing goofy things.
I did get a response from the Legislators/lawyers - they are planning to make reference to this state law in conjunction with the “Gold Card” Permit
23-7-8.10. Access restricted to application, record, or registry of holders of permits. No state agency, political subdivision, official, agent, employee of any state agency or political subdivision, may knowingly release or permit access to any application, list, record or registry of applicants or holders of permits to carry a concealed pistol to any person except another law enforcement agency or the secretary of state.
The gold card and enhanced will allow you to bypass the background check when purchasing a firearm. “cash and carry”. The intent is good, I just wanted to make sure your identity is protected.
