In Michigan, according to 2015 FBI statistics, there were 389 murders with a gun used. Of those, 10 were rifles, the FBI data shows. Another 10 were shotguns, 148 were handguns, and 221 were "unknown" type.

HB6000 - Criminal procedure; sentencing guidelines; sentencing guidelines for crime of purchasing firearm with intent to distribute or distributing firearm to minor or other unqualified person; enact.
HB6001 - Weapons; other; provision of ballistic identification to police before certain sales of handguns; require.
HB6002 - Criminal procedure; sentencing guidelines; sentencing guidelines; update.
HB6003 - Crimes; weapons; possessing an imitation firearm in a public place or altering an imitation firearm; prohibit, and provide penalties.

HB5960 amends MCL 28.425o (no concealed carry zones) to allow firefighters and medical first responders with CPLs to carry in the no concealed carry zones.
Sec. 5o. (1) Subject to subsection (5), an individual licensed under this act to carry a concealed pistol, or who is exempt from licensure under section 12a(1)(h), shall not carry a concealed pistol on the premises of any of the following:
(2) Subject to subsection (5), an individual shall not carry a portable device that uses electro-muscular disruption technology on any of the premises described in subsection (1).

(5) Subsections (1) and (2) do not apply to any of the following:

HB5996 creates a new act which "shall be known and may be cited as the"assault weapon regulation act"."
Sec. 1. This act shall be known and may be cited as the "assault weapon regulation act".

Sec. 2. As used in this act:
(a) "Assault weapon" means any of the following:

(i) A semiautomatic pistol or semiautomatic or pump-action rifle that is capable of accepting a detachable magazine and that has any of the following features:
(A) If the firearm is a rifle, a pistol grip located rear of the trigger.
(B) If the firearm is a pistol, a shoulder stock of any type or configuration including, but not limited to, a folding stock or a telescoping stock.
(C) A barrel shroud.
(D) A muzzle brake or muzzle compensator.
(E) A feature capable of functioning as a protruding grip that can be held by the hand that is not the trigger hand.

(ii) A pistol that is capable of accepting a detachable magazine at any location outside of the pistol grip.

(iii) A semiautomatic pistol or a semiautomatic, center-fire rifle with a fixed magazine capable of containing more than 10 rounds of ammunition.

(iv) A shotgun that is capable of accepting a detachable magazine.

(v) A shotgun with a revolving cylinder.

(b) "Barrel shroud" means a covering, other than a slide, that is attached to, or that substantially or completely encircles the barrel of, a firearm and that allows the bearer of the firearm to hold the barrel with the nonshooting hand while firing the firearm without burning that hand. Barrel shroud does not include an extension of the stock along the bottom of the barrel if the extension of the stock does not substantially or completely encircle the barrel.

(c) "Conversion kit" means a part or combination of parts designed and intended for use in converting a firearm into an assault weapon.

(d) "Detachable magazine" means a magazine that delivers 1 or more ammunition cartridges into the firing chamber and that can be removed from the firearm without the use of any tool, including a bullet or ammunition cartridge.

(e) "Muzzle brake" means a device attached to the muzzle of a firearm that utilizes escaping gas to reduce recoil.

(f) "Muzzle compensator" means a device attached to the muzzle of a firearm that utilizes escaping gas to control muzzle movement.

Sec. 3. (1) Except as otherwise provided in subsection (3) and section 4, a person shall not manufacture, possess, purchase, sell, or otherwise transfer to another person an assault weapon or an assault weapon conversion kit.

(2) Except as otherwise provided in subsection (4) and section 4, a person shall not possess at the same time, or have under his or her control at the same time, both of the following:
(a) A semiautomatic or pump-action rifle or semiautomatic pistol capable of accepting a detachable magazine.
(b) A magazine capable of use with that firearm that contains more than 10 rounds of ammunition.


(3) Subsection (1) does not apply to any of the following:
(a) A person who possesses an unloaded assault weapon for the purpose of permanently relinquishing it to a law enforcement agency in this state pursuant to rules adopted for that purpose by the department of state police. An assault weapon relinquished under this subsection shall be turned over to the department of state police under section 239 of the Michigan penal code, 1931 PA 328, MCL 750.239, and destroyed.
(b) A licensed manufacturer or licensed dealer who transfers an assault weapon to a law enforcement agency in this state for use by that agency or its employees for law enforcement purposes.
(c) A person who possesses an assault weapon that has been permanently disabled so that it is incapable of discharging a projectile.

(4) Subsection (2) does not apply to any of the following:
(a) A person lawfully engaged in shooting at a licensed and lawfully operated shooting range.
(b) A person lawfully participating in a sporting event officially sanctioned by a club or organization established in whole or in part for the purpose of sponsoring sport shooting events.

Sec. 4. (1) A person may continue to possess an assault weapon that he or she legally possessed on the effective date of this act if all of the following apply:
(a) The person immediately registers the assault weapon with the department of state police in compliance with rules adopted for that purpose by the department of state police.
(b) The person safely and securely stores the assault weapon in compliance with rules adopted for that purpose by the department of state police. The department of state police may, not more than once per year, conduct an administrative inspection of the storage premises to ensure compliance with this subsection.
(c) The person annually renews the registration of the assault weapon.
(d) The person possesses the assault weapon only on property owned or immediately controlled by the person or while engaged in the legal use of the assault weapon at a licensed shooting range or while traveling to or from that property or shooting range to engage in the legal use of the assault weapon if the assault weapon is stored unloaded and in a separate locked container during transport.

(2) Notwithstanding any other provision of this act, a person who, after the effective date of this act, acquires ownership of an assault weapon by inheritance, bequest, or succession shall, within 30 days after acquiring ownership of the assault weapon, do 1 of the following:
(a) Comply with all of the requirements of subsection (1).
(b) Relinquish the assault weapon to a law enforcement agency.
(c) Permanently disable the assault weapon so that it is incapable of discharging a projectile.

(3) The department of state police may charge a fee for each registration and for each renewal registration under this section. The fee shall not exceed the actual and reasonable costs incurred by the department of state police in registering or renewing the registration of the assault weapon.

Sec. 5. The department of state police shall promulgate rules pursuant to the administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 24.328, to implement this act.

Sec. 6. (1) A person who violates this act is guilty of a felony punishable by imprisonment for not more than 4 years or a fine of not more than $2,100.00, or both.

(2) The department of state police shall immediately revoke the registration of each assault weapon owned by a person convicted of violating this act.

HB5998 amends MCL 28.430 to mandate reporting of lost/stolen ammunition and increases the penalty of failing to report lost/stolen firearms and ammunition from a civil infraction up to $500 fine to a misdemeanor up to 90 days imprisonment and $1,000 fine.
(2) A PERSON WHO OWNS AMMUNITION SHALL, WITHIN 5 DAYS AFTER HE OR SHE KNOWS HIS OR HER AMMUNITION IS STOLEN, REPORT THE THEFT TO A POLICE AGENCY HAVING JURISDICTION OVER THAT THEFT.

(3) A person who fails to report the theft of a firearm OR AMMUNITION as required under THIS SECTION is GUILTY OF A MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 90 DAYS OR A FINE OF NOT MORE THAN $1,000.00, OR BOTH.

(1) A PERSON SHALL NOT DO ANY OF THE FOLLOWING:
(A) PURCHASE OR ATTEMPT TO PURCHASE A PISTOL WITH THE INTENT TO SELL OR OTHERWISE FURNISH THAT PISTOL TO A PERSON HE OR SHE KNOWS IS NOT LICENSED OR EXEMPT FROM LICENSURE UNDER SECTION 2 OF 1927 PA 372, MCL 28.422, TO PURCHASE A PISTOL.
(B) SELL OR OTHERWISE FURNISH A PISTOL TO A PERSON HE OR SHE KNOWS IS NOT LICENSED OR EXEMPT FROM LICENSURE UNDER SECTION 2 OF 1927 PA 372, MCL 28.422, TO PURCHASE A PISTOL.
(C) PURCHASE OR ATTEMPT TO PURCHASE A FIREARM OTHER THAN A PISTOL WITH THE INTENT TO SELL OR OTHERWISE FURNISH THAT FIREARM TO A PERSON HE OR SHE KNOWS IS LESS THAN 18 YEARS OF AGE OR WHO HE OR SHE KNOWS IS OTHERWISE NOT LEGALLY QUALIFIED TO PURCHASE THAT FIREARM.
(D) SELL OR OTHERWISE FURNISH A FIREARM OTHER THAN A PISTOL TO A PERSON HE OR SHE KNOWS IS LESS THAN 18 YEARS OF AGE OR WHO HE OR SHE KNOWS IS OTHERWISE NOT LEGALLY QUALIFIED TO PURCHASE THATFIREARM.
(E) PURCHASE OR ATTEMPT TO PURCHASE A FIREARM OR AMMUNITION WITH THE INTENT TO SELL OR OTHERWISE FURNISH THAT FIREARM OR AMMUNITION TO A PERSON IF HE OR SHE KNOWS EITHER OF THE FOLLOWING CIRCUMSTANCES EXISTS:

(i) THE PERSON IS CHARGED WITH COMMITTING A FELONY.
(ii) THE PERSON IS PROHIBITED UNDER SECTION 224F FROM POSSESSING, USING, TRANSPORTING, SELLING, PURCHASING, CARRYING, SHIPPING, RECEIVING, OR DISTRIBUTING A FIREARM.

(F) SELL OR OTHERWISE FURNISH A FIREARM OR AMMUNITION TO A PERSON IF HE OR SHE KNOWS EITHER OF THE FOLLOWING CIRCUMSTANCES EXISTS:

(i) THE PERSON IS CHARGED WITH COMMITTING A FELONY.
(ii) THE PERSON IS PROHIBITED UNDER SECTION 224F FROM POSSESSING, USING, TRANSPORTING, SELLING, PURCHASING, CARRYING, SHIPPING, RECEIVING, OR DISTRIBUTING A FIREARM.

(2) IT IS AN AFFIRMATIVE DEFENSE TO A PROSECUTION UNDER SUBSECTION (1)(C) OR (D) FOR SELLING OR OTHERWISE FURNISHING A PISTOL TO AN INDIVIDUAL LESS THAN 18 YEARS OF AGE THAT THE PERSON WHO SOLD OR OTHERWISE FURNISHED THE FIREARM ASKED TO SEE AND WAS SHOWN A DRIVER LICENSE OR IDENTIFICATION CARD ISSUED BY ANOTHER STATE THAT IDENTIFIED THE MINOR AS BEING 18 YEARS OF AGE OR OLDER.

(3) A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A CRIME AS FOLLOWS:
(A) FOR A VIOLATION OF SUBSECTION (1)(A) OR (B), THE PERSON IS GUILTY OF A MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 90 DAYS OR A FINE OF NOT MORE THAN $100.00, OR BOTH.
(B) EXCEPT AS PROVIDED IN SUBDIVISION (C), FOR A VIOLATION OF SUBSECTION (1)(C) OR (D), THE PERSON IS GUILTY OF A MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 90 DAYS OR A FINE OF NOT MORE THAN $500.00, OR BOTH.
(C) FOR A SECOND OR SUBSEQUENT VIOLATION OF SUBSECTION (1)(C) OR (D), THE PERSON IS GUILTY OF A FELONY PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 4 YEARS OR A FINE OF NOT MORE THAN $2,000.00, OR BOTH.
(D) FOR A VIOLATION OF SUBSECTION (1)(E) OR (F), THE PERSON IS GUILTY OF A FELONY PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 10 YEARS OR A FINE OF NOT MORE THAN $5,000.00, OR BOTH.

(4) AS USED IN SUBSECTION (1), "FELONY" MEANS A VIOLATION OF A LAW OF THIS STATE, ANOTHER STATE, OR THE UNITED STATES THAT IS PUNISHABLE BY IMPRISONMENT FOR 4 YEARS OR MORE.

THE DEPARTMENT OF STATE POLICE SHALL PROMULGATE RULES PURSUANT TO THE ADMINISTRATIVE PROCEDURES ACT OF 1969, 1969 PA 306, MCL 24.201 TO 24.328, THAT ESTABLISH THE TYPE OR TYPES OF RECORDS THAT ARE SUFFICIENT FOR PURPOSES OF THIS SUBSECTION.

HB6003 enacts a new MCL 750.225
    SEC. 225. (1) EXCEPT AS PROVIDED IN SUBSECTION (3), A PERSON SHALL NOT DO 1 OR MORE OF THE FOLLOWING:
(A) POSSESS AN IMITATION FIREARM IN A PUBLIC PLACE.
(B) REMOVE, DISGUISE, CLOAK, COVER, CONCEAL, ALTER, OBLITERATE, OR MASK THE COLORED MARKINGS REQUIRED ON AN IMITATION FIREARM UNDER THE LAWS OF THIS STATE OR OF THE UNITED STATES.
(C) ADD OR INSTALL ANY COLOR OR MARKINGS THAT ARE REQUIRED FOR AN IMITATION FIREARM UNDER THE LAWS OF THIS STATE OR OF THE UNITED STATES IN A WAY THAT MAKES A FIREARM LOOK MORE LIKE AN IMITATION FIREARM.

(2) A PERSON WHO VIOLATES SUBSECTION (1) IS GUILTY OF A MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 93 DAYS OR A FINE OF NOT MORE THAN $1,000.00, OR BOTH.

(3) THIS SECTION DOES NOT APPLY TO A MANUFACTURER, IMPORTER, OR DISTRIBUTOR OF IMITATION FIREARMS OR TO THE LAWFUL USE OF AN IMITATION FIREARM IN A MOTION PICTURE, TELEVISION, STAGE, OR OTHER THEATRICAL PRODUCTION.

(4) AS USED IN THIS SECTION:
(A) "BB GUN" MEANS A SMOOTH BORE RIFLE OR HANDGUN DESIGNED AND MANUFACTURED EXCLUSIVELY TO PROPEL BBS THAT DO NOT EXCEED .177 CALIBER BY A SPRING OR BY GAS OR AIR.
(B) "FIREARM" MEANS THAT TERM AS DEFINED IN SECTION 222.
(C) "IMITATION FIREARM" MEANS A BB GUN, TOY GUN, REPLICA OF A FIREARM, OR OTHER DEVICE THAT IS SO SUBSTANTIALLY SIMILAR IN COLORATION AND OVERALL APPEARANCE TO AN EXISTING FIREARM AS TO LEAD A REASONABLE PERSON TO PERCEIVE THAT THE DEVICE IS A FIREARM.
(D) "PUBLIC PLACE" MEANS EITHER OF THE FOLLOWING:

(i) AN AREA OPEN TO THE PUBLIC, INCLUDING, BUT NOT LIMITED TO, A STREET, SIDEWALK, BRIDGE, ALLEY, PLAZA, PARK, DRIVEWAY, PARKING LOT, SCHOOL PROPERTY, OR MOTOR VEHICLE.
(ii) A BUILDING OPEN TO THE PUBLIC, INCLUDING, BUT NOT LIMITED TO, A BUSINESS THAT SERVES FOOD OR DRINK, OR PROVIDES ENTERTAINMENT, A SCHOOL, OR THE DOORWAY OR ENTRANCE TO A BUILDING.

(E) "SCHOOL" AND "SCHOOL PROPERTY" MEAN THOSE TERMS AS DEFINED IN SECTION 237A.

I concur.  It may be too late this year, but what about an effort to fund and volunteer for his challenger the next time?  Seems to me a good way to fight is to bolster the opposition which we find favor with.  Self-preservation would certainly be understood by slime like this guy.  I would drive out there and help out whatever way I could to oust him from the ballot box next time.  If we could make an example of him by getting him thrown out one election cycle maybe these people who threaten our rights will be afraid to step up the next time.

We are 22 months into a 24 month legislative session. This past Wednesday was the last day the House is to be in session before the elections. HB 5996, as well as others that were introduced with it, are nothing more than a political stunt.

I think this is the best way to handle this situation.   We have made a lot of pro gun progress here in MI over the last 10 years and we have a strong position.   We should work to fund and promote a pro gun conservative to run against this guy.  The quicker we can beat down losers like Wittenberg the better off we are and it sends a clear message to other politicians that we won't put up with them pushing anti gun agendas.
