Can anyone give me a concrete answer on what the rule is on Pre 1899 firearms in Oregon? . In Oklahoma they are antique and do not require a transfer and nics...

Oregon follows the ATF definition.

If the serial number dates the firearm prior to 1899 it is legal "antique" and not a "firearm".  No NICS required.
