My brother found a German Shepherd by the airport Johnston County, and want to try to find her home so we can get her back to her rightful owner. She is an older dog, but she is well behaved. By her actions we do not believe her to be a street dog but an actual pet of somebody. If you know of anything, please IM or email me and I can pass it along to my brother and sister-in-law so we can get her home. I have some pictures on my phone that I could text or email if you want to see her to make sure she is yours or a friend's or neighbor's dog.

If he hasn't already, I'd suggest taking the dog somewhere (vet or shelter) and see if it's chipped.

That's happening today, yesterday she was so cold that they just took her in to feed and warm her,  protect her from cars and such.
