The best place to get a car broken in, or to get mugged, is between the casino and 5th street amongst the old apartments. However, the east end near the river has become gentrified.
Mostly, St. Charles is a pretty good place to live, with housing and neighborhoods ranging from worn to new and expensive. The schools are good. There are a lot of German families along the river from West Alton down to Eureka and on west.
The KATY Trail is a great asset that they should use. St. Charles County has a bunch of very nice parks scattered all over.
The one thing this region lacks is restaurants and shops that are local creations. There are a few, but not nearly enough. But if they like the GAP, or Lowes, or some other chain store or restaurant, then they're in the right area.
The wine trail in the southern part of the county is pretty good, and Missouri wines are excellent.
Lots of places to hunt, shoot, and fish, and you can't swing a dead cat without hitting a gun shop.
The hot humid season here is shorter than in Florida, but it's at least as intense and annoying. Winters can get below 0F. AmerenUE sucks, and they should get a place to live that used Cuiver River Electric Coop. My power went out again last night, Ameren is like a third world supplier. Or something.
