Check out "naval jelly", it might help get in those areas where steel wool can't get (test in inconspicuous place first).

If you want to see heart breaking, you should see what a family member did to my Winchester 94 .44 mag....  Hope you get it fixed, I love Savage rifles!

Naval jelly will also remove the blueing. Don't use that if expect to save the finish.

0000 steel or brass wool and some oil,(the thinner the better), is what I would start with on that.
You'll probably find that it 'flakes' off with even the slightest of pressure.

Any of the tighter areas you need to get into use a soft pointed stylus from a Palm pilot to drive the wool.
Don't use anything hard with sharply defined edges because it's much harder to control the pressure evenly.

I like Kroil and super fine steel wool for tasks like that but be careful with it as it isn't exactly good for you. That doesn't look too terrible, I bet it cleans right up.

Sandblast it!

Laser zap it!

Scrub it with a jellyfish (just not a naval jellyfish - you can tell them apart because the naval jellyfish wear uniforms)!

Flog it repeatedly with five strands of barb wire (be sure to dull the points of the barbs so it doesn't harm the finish)!

Swear at it very, very loudly! (the more creative the more rust you remove)

Soak the entire rifle in ketchup (fill your tub or find a giant ziploc at Sam's).

brass bristle brush and some decent clp cleaner, you could also use kroil, but iirc it's got to be cleaned off pdg as it'll pit metal
