I have a Ruger Precision Rifle for sale on Gunbroker. There is a guy who is interested in the gun in Philly and I just wanted to double check the legality and make sure 10 round magazines are legal in Philly. I searched around on the internet but a lot of the resources were several years old.

Any help or links would be greatly appreciated.

He can own 100 round mags if he wants. Philadelphia does not get to make up their own rules.
