I just moved to PA recently (Bucks County) and went today to get my Carry Permit.  What a surprise.  I have lived in 7 states in the past 15 years and gotten my CCW in 6 of those states.  Out of TX, GA, UT, CO, & WI this state was the easiest, fastest, and least painful to get a permit.  Despite the fact the internet says they have up to 64 days to issue you the permit, I just handed them one form, $20 and the LEO handed me my permit in about 25 minutes.

Texas was the worst (you would think the opposite) as you had to take a class, take a shooting proficiency test, pay almost $200.00 and wait almost 6 months.  That was 15 years ago so maybe they have lightened up a bit.

It takes me 60+ days in Delaware county just to get a renewal, despite having the permit for 20+ years !

25 minutes? They must have been busy. Here in York co it was only taking 10-15 minutes.

Now check out the carry restrictions and you'll see how much better PA is compared to most states. The only off limit places are court houses and they, by law have to provide you a lockbox. You can carry in bars, churches and everywhere even if posted. No duty to inform the police.

Here is a good video with some great info.

Hell, I think it took me longer to fill out the form than it did for them to do the background check and issue me the permit.

I have heard stories of it taking almost an hour to get your permit, but that's because the line was so long.

Some just take their time. You can guess who is in charge there.
In my county they are mailed, I always have my new one within a week.
(We have a new Sheriff now, I'm wondering if he'll speed it up )

Our Sheriff sets up at local gunshows, camera and computer/printer. It takes about 10 minutes for a new permit and less to renew.

Lancaster Co is also fast. 15 minutes or less depending on how busy. Welcome to PA.

25 minutes???  I guess a lot of things could have changed, but the Sheriff in Butler county 5 years ago when I got mine was really pro 2nd amendment if I recall correctly.  Mine took about a week.  I have to renew mine this November, we'll see how long it takes.  There's also a new Sheriff.

Same experience here in Butler. I know Armstrong is about a 15 minute wait though.

I think I have to renew this year too. I'm not looking forward to it. The process is quick and easy, but Butler's new LTCF cards are more like just laminated paper instead of the real cards we've gotten in the past.

I thought that the cards were standardized statewide? Not sure where I got that actually, but I do remember seeing/hearing it somewhere.

That might be dependent on the county. I think it is on the application here in Lebanon County.
I don't think they actually contact references here though.

They contacted my references when I first applied in Butler a long time ago. In fact that held me up a bit, because I provided a number that I didn't know was out of date for one of my references. Once that was corrected, they called them, and I got my LTCF.

The new permits have a little more "desktop printer" feel to them than the old ones.  The hologram and mag strip at least made them look legit.

I'm not so sure about state/local government buildings or libraries. Would you mind posting the statute(s) that cover these locations?

As far as I know, the following are off limits for concealed/open carry:

Court Facilities

Grounds and buildings of Elementary and Secondary schools

Certain Department of State buildings

Places off-limits by Federal Law or regulation

Casinos

Detention facilities, correctional institutes, or mental hospitals

You are wrong on this with the exception of federal facilities. Show me the law that prohibits carrying in these places.
Schools are a grey area and most people wont carry there even with the defense (c)

Title 18 § 912 Possession of Weapon on School Property.
(a) Definition.--Notwithstanding the definition of "weapon" in section 907 (relating to possessing instruments of crime), "weapon" for purposes of this section shall include but not be limited to any knife, cutting instrument, cutting tool, nun-chuck stick, firearm, shotgun, rifle and any other tool, instrument or implement capable of inflicting serious bodily injury.
(b) Offense Defined.--A person commits a misdemeanor of the first degree if he possesses a weapon in the buildings of, on the grounds of, or in any conveyance providing transportation to or from any elementary or secondary publicly-funded educational institution, any elementary or secondary private school licensed by the Department of Education or any elementary or secondary parochial school.
(c) Defense.--It shall be a defense that the weapon is possessed and used in conjunction with a lawful supervised school activity or course or is possessed for other lawful purpose

preemption state law prohibits municipalities from banning the carry of firearms in building, property and any public owned place.
Correctional institution or mental hospital, are off limits,
§ 5122. Weapons or Implements for Escape.
(a) Offenses Defined.—
(1) A person commits a misdemeanor of the first degree if he unlawfully introduces within a detention facility, correctional institution or mental hospital, or unlawfully provides an inmate thereof with any weapon, tool, implement, or other thing which may be used for escape.

And the court house law that also include the Capitol complex.

(1) knowingly possesses a firearm or other dangerous weapon in a court facility or knowingly causes a
firearm or other dangerous weapon to be present in a court facility; or
(2) knowingly possesses a firearm or other dangerous weapon in a court facility with the intent that the
firearm or other dangerous weapon be used in the commission of a crime or knowingly causes a
firearm or other dangerous weapon to be present in a court facility with the intent that the firearm or
other dangerous weapon be used in the commission of a crime.
(b) Grading.--
(1) Except as otherwise provided in paragraph (3), an offense under subsection (a)(1) is a misdemeanor
of the third degree.
(2) An offense under subsection (a)(2) is a misdemeanor of the first degree.
(d) Posting of notice.--Notice of the provisions of subsections (a) and (e) shall be posted conspicuously at each public entrance to each courthouse or other building containing a court facility and each court facility, and no person shall be convicted of an offense under subsection (a)(1) with respect to a court facility if the notice was not so posted at each public entrance to the courthouse or other building containing a court facility and at the court facility unless the person had actual notice of the provisions of subsection (a).
(e) Facilities for checking firearms or other dangerous weapons.--Each county shall make available at or within the building containing a court facility by July 1, 2002, lockers or similar facilities at no charge or cost for the temporary checking of firearms by persons carrying firearms under section 6106(b) or 6109 or for the checking of other dangerous weapons that are not otherwise prohibited by law. No this should be the last move.  Love it so far, beautiful scenery, friendly people, very gun friendly, bike riding is good, but the pot holes suck.  Now if I can find a good monthly 3-gun match in this county everything would be perfect.  The closest I have found so far is about 2 1/2 hours away.
