My Nephew works at Black Wing Shooting Center in Deleware. He called me the other day to let me know They would be have a week-long shooting event. I stopped in at Black Wing to get more info on the youth rifle shoot, it is sponsored by Midway, they will provide the rifles and ammo, pay for range time and the range officer, there is no charge for the kids to participate in this. The kids age limits are 10 - 16 and parent need to sign a waiver.
